Do the ministries have to allow for public comment on all environmentally-related proposals?

When it is important to make a decision quickly, sometimes a ministry does not have to go through the Environmental Registry's public consultation process.

This happens in situations where a delay would result in harm to the environment or where the matter has undergone a public consultation process equivalent to that enabled by the Environmental Registry. In these cases, an “Exception Notice” is posted on the Registry to make the decision public.

Also, public notice is not required for decisions that are predominantly financial or administrative in nature or are part of an Ontario Budget.
