Description of Policy:

The Ministry of Natural Resources (MNR) is initiating the development of a Woodland Caribou Conservation Plan that will help guide woodland caribou conservation and recovery efforts in Ontario.

The development of the Woodland Caribou Conservation Plan will be completed in two phases.

In Phase 1, MNR will solicit opinions from the public on Woodland Caribou conservation and recovery within Ontario. A discussion paper will be available to assist the public in providing input into the development of the plan. The discussion paper entitled “Keeping Caribou in Ontario” provides an overview of the ecology and needs of caribou in Ontario and a summary of the recommendations made in both the Caribou Recovery Strategy and the report of the Woodland Caribou Science Review Panel to enhance current approaches for managing and recovering woodland caribou. It also identifies how Ontarians and other interested people can have input into the development of the conservation plan for woodland caribou in Ontario. Consultations with Aboriginal communities and key stakeholders will take place as part of this phase.

In Phase 2, MNR will use the feedback from Phase I and the information and recommendations included in the Woodland Caribou Recovery Strategy and the Woodland Caribou Science Review Panel Report to prepare a draft Caribou Conservation Plan. This notice will be republished for comment when the draft Caribou Conservation Plan is available for review and comment.

The feedback received from Phase 1 may also be used to inform the development of a habitat regulation for Woodland Caribou under Ontario’s Endangered Species Act, 2007. The draft habitat regulation will be posted on the Environmental Registry for public review and comment.

Purpose of Policy:

The purpose of this posting is to inform the public that MNR is developing a policy to guide woodland caribou conservation and recovery efforts in Ontario and is inviting public input.

The draft Caribou Conservation Plan is being developed to meet the requirements under subsection 11(8) of the ESA 2007 to identify and prioritize the actions the government intends to take in response to the final Recovery Strategy for Woodland Caribou (Forest-dwelling, Boreal population) in Ontario (Recovery Strategy) (July 2008) published on August 21, 2008.

In addition to the Caribou Conservation Plan, Ontario is developing a habitat regulation for Forest-dwelling Woodland Caribou to prescribe the area where the prohibition against damage or destruction under the Endangered Species Act, 2007 will be applied. The draft habitat regulation will be made available for review and comment on the Environmental Registry in the coming weeks.


Public Consultation:

This proposal was posted for a 30 day public review and comment period starting April 27, 2009. Comments were to be received by May 27, 2009.

All comments received during the comment period are being considered as part of the decision-making process by the Ministry of Natural Resources.
