Stakeholder and public comments received in response to the proposal were generally supportive. Feedback was used to confirm the priority areas for improvement, and scope and refine the actions and potential changes to the Conservation Authorities Act.
Analysis of feedback identified increasing clarity and consistency in roles and responsibilities and regulatory requirements as the top priority area. There was also general support across all sectors for taking actions to strengthen oversight and accountability in decision-making.
Improving collaboration and engagement received strong support from multiple sectors but there were some concerns with the potential costs and timelines associated with establishing prescribed consultation requirements. There was also continued support for addressing funding issues to promote greater consistency in conservation authority programs and services.
Indigenous communities were engaged and provided valuable feedback in relation to the priorities of the review. Actions in the ‘Conserving our Future’ document reflect comments received including a desire for enhanced collaboration and engagement in conservation authorities.
Overall, analysis of the comments received indicates that there is general agreement across sectors on priority areas for improving the existing legislative, regulatory and policy framework which currently governs conservation authorities. The actions under each priority outlined within the ‘Conserving our Future’ document are intended to address the range of views and opinions expressed during the proposal review process. The Government of Ontario has benefitted greatly from the valuable input provided by all parties during the review process.
