This posting is for a proposed Renewable Energy Approval (REA) by wpd Fairview Wind Incorporated (a wholly owned subsidiary of wpd Canada Inc.) for the Fairview Wind Farm project, proposed to be located in the Township of Clearview in Simcoe County, Ontario. This facility has a maximum installed contract nameplate capacity of 16.4 MW (FIT contract maximum of 18.4 MW).
The proposed facility is considered to be a Class 4 Wind Facility under Ontario Regulation 359/09 (O. Reg. 359/09) Renewable Energy Approvals under Part V.0.1 of the Environmental Protection Act. Applications for Renewable Energy Approvals are required to be submitted in accordance with O. Reg. 359/09 for consideration for approval.
Since the REA application was received on September 5, 2012 and deemed complete on December 3, 2013, the Ministry of the Environment and Climate Change (MOECC) determined that Cultural Heritage Studies were not undertaken for the portion of the study area located north of County Road 91. In addition, during the technical review, wpd Fairview Wind Incorporated informed the MOECC that they were making technical changes to the project, including using alternative access to turbines T1, T5, T6 and T8. Additionally, the routes for the collector lines from T2 and T7 have been finalized. The ministry requested that wpd Fairview Wind Incorporated prepare a notice to notify the public, municipalities and Aboriginal communities of: 1) the updated Cultural Heritage Assessment Report providing the results of the assessment of the project lands north of County Road 91; 2) the proposed technical project changes; 3) clarification of the correct legal description of the properties for the project; and 4) the nature and timing of field studies undertaken for the Natural Heritage Assessment. The ministry requested that wpd Fairview Wind Incorporated allow a minimum of 2 weeks for the public to review and comment directly to wpd on these matters.
A Heritage Assessment Report (dated September 2011, revised March 2014), Modification Document and Consultation Addendum Report, were prepared and will be available for review on wpd Fairview Wind Incorporated’s project website.
The purpose of this notice is to allow opportunity for the public to comment on the Heritage Assessment Report (Fairview Wind Project, Heritage Assessment, September 2011, revised March 2014), the Modification Document and the Consultation Addendum Report. All comments that have been received as a result of the commenting period beginning on December 3, 2013 and ending on February 1, 2014 will continue to be considered as part of the decision-making process by the ministry. All comments received as a result of this additional 30 day comment period will also be considered as part of the decision-making process by the ministry.
