This proposal is for an amended Environmental Compliance Approval No. 8850-8V6S7Z (Waste Disposal Site) for a facility located at part of Lots 235 and 236, Concession 2 Southwest of the Toronto and Sydenham Road, Geographic Township of Proton, Township of Southgate, County of Grey for the following: use and operation of waste disposal site with a total area of 5.1 hectares, to be used for processing of municipal waste including dewatered biosolids, septage and other liquid feedstocks, up to 300 cubic metres of liquid waste per day and 600 tonnes of non-hazardous dewatered biosolids per day. The total amount of waste and processed materials stored at the site will not exceed 500 cubic metres of other liquid organic waste and 1000 tonnes of non-hazardous dewatered biosolids at any one time. Processes to be used include combination of heat, alkali, and high shear mixing to achieve effective lysis (breakdown) of the biological material in the biosolids for the production of a high-quality, pathogen-free fertilizer product. The waste disposal site will operate 24 hours per day, 7 days per week and will serve the Province of Ontario. This amendment request is seeking approval for the following modifications: 1. Modification of the sampling frequency of the treated waste in the reactors 2. Acceptance of non-hazardous liquid industrial waste Lystek is requesting that an amendment be made to modify the monitoring frequency of the metal concentrations for the treated waste out of the reactors from weekly to monthly. Analysis/sampling frequency for pathogens (faecal coliform and salmonella) would remain weekly. An amendment to the ECA is requested to permit acceptance of non-hazardous liquid industrial waste at the Facility, consisting primarily of liquid compost leachate. Acceptance of the liquid industrial waste will be in compliance with the receipt, storage, and processing requirements for liquid waste received at the Facility. This waste would be stored in the existing feedstock holding tanks.
